Local elected leaders in Kabale Municipality -Kabale district have been urged to, research widely on the laws governing their work, in a bid to deliver quality services to the people that elected them.
It was observed thatlocal leaders fail to execute their work properly due to, lack of knowledge about the local governments laws and acts that are set out by either parliament or by local government.
The observation was made on Thursday at a one-day capacity building training of the local drawn from the LC 3, LC 2 and LC 1 Local Administrations in Kabale Municipality. The training that was organised by Alongside Africa Uganda, a Kabale based Civil Society organisation in conjunction with Women’s Rights for Democracy was held at the Northern Division in Kabale Municipality.
During the training the local leaders were taken through a number of topics among which were; being effective leaders, conflict resolution, fighting and resisting corruption at all levels and creating youth friendly programs in their councils and communities.
The Country Coordinator Alongside Africa-Uganda, George Kwarigaba, observed that there’s a need for all stakeholders to offer trainings and capacity building programs to local leaders if the rural communities are to develop to middle class level.
‘” Local leaders play a big role in mobilizing communities and are involved in lots to most program by either national government or non-governmental organisations in their communities yet they are not competently equipped to handle them “said Kwarigaba.
Kwarigaba further said that Alongside Africa is a UK-based not for profit organisation that is committed to a world in which every person has the opportunity to earn a living.
“We recognize the rights of marginalised and disadvantaged children, individuals and communities to be able to take responsibility for their own development and independence. We also focus on providing opportunities, not aid and our efforts are geared towards developing countries’’ said Kwarigaba.
The trainings are one of the programs that are being funded by a Germany NGO-Konrad Adenauer Stifting (Foundation) in the region.
The LC Chairman Northern Division Kabale Municipality, Isaac Muzunguzi commended Alongside Africa for the timely gesture of building local leader saying, it will go long way in opening the eyes and minds of the local leaders in identify gaps in their service delivery.
