PREFACE: 50 YEARS. 8 COUNTRIES. 1 DOCTRINE.
For 50 years, Uganda has carried a doctrine the world did not name until now.
It was born in blood at Entebbe. It was disciplined in Tanzania. It was tested in Liberia, Somalia, Congo, South Sudan, Lebanon, and Haiti.
This book documents Uganda’s 50-Year Doctrine of Transformation and World Cooperation.

CHAPTER 1: THE GENESIS – ISRAEL 1976
Operation Thunderbolt: The Plan, The Stopover, The Assault

1. THE HIJACK & THE CRISIS
27th June 1976. Air France Flight 139 hijacked. 106 Jewish and Israeli hostages held in Entebbe Old Terminal by PFLP and German terrorists. Idi Amin gave them protection.

2. THE PLAN FROM ISRAEL
PM Yitzhak Rabin approved “Operation Thunderbolt”. 4x C-130 Hercules. 200 Sayeret Matkal and Paratroopers under Lt. Col. Yonatan “Yoni” Netanyahu.
Concept: 4,000km low-level flight. Deception: Black Mercedes + 2 Land Rovers to mimic Amin’s convoy. Objective: Breach, neutralize, extract in under 60 minutes.

3. KENYA MEDICAL PLAN
Israel coordinated with Kenya. 2x C-130s pre-positioned at Jomo Kenyatta Airport, Nairobi as medical staging. Blood, doctors, surgical equipment on standby.
Post-raid plan: Entebbe → Nairobi for triage → Tel Aviv.

4. JEEPS AT ENTEBBE TARMAC – 3rd July 23:00hrs
23:00hrs: 4 C-130s land. 53 minutes on ground.
23:45hrs: Assault on Old Terminal. Firefight. Yoni killed.
00:40hrs: 102 hostages rescued and airborne.

DOCTRINE EXTRACTION: The Entebbe Principle. Pre-emptive humanitarian action. Speed, deception, precision.

CHAPTER 2: THE DISCIPLINE – TANZANIA 1979
The Liberation War: Chama Cha Mapinduzi, TPDF, and FRONASA

1. CHAMA CHA MAPINDUZI
CCM under Chairman Julius Nyerere. Ideology: Ujamaa – African Socialism.
Oct 1978: Amin invades Kagera. CCM NEC resolution: “An attack on one African state is an attack on all.” TPDF mobilized for liberation, not conquest.

2. COMMANDERS & KEY BATTLES
Commander Mushuguri: Maj. Gen. David Mushuguri, 201st Brigade TPDF. Led southern axis.
Mutukula – Oct 1978: Amin’s attack triggered the war.

Masaka – Feb 1979: 48-hour bombardment by 201st Brigade + UNLA. Masaka fell. Turning point.
Kampala – 10th-11th April 1979: TPDF 206th Brigade + UNLA entered. Amin fled to Libya.

3. OUR BROTHERS OF FRONASA
FRONASA – Front for National Salvation. Founded 1973 by Yoweri Museveni in Tanzania.
Integrated into UNLA. Provided political commissars and discipline with civilians.
Barakuraha Daniel and Byabasaija Francis of Isunga, Kagadi. Age 33 and 37. Courier work, mobilization, intelligence. Died 1990 still serving as NRA. This book is their recognition.

DOCTRINE EXTRACTION: The Nyerere-Museveni Principle. War must have political purpose. Discipline. Liberation with brothers.

CHAPTER 3: THE CRUCIBLE – LIBERIA 1994-2004
ECOMOG & UNMIL: Testing Africa’s Capacity

ECOMOG 1994-1995: Uganda deployed under ECOWAS. Ceasefire monitoring, disarmament, protection of civilians in Monrovia during civil war.

UNMIL 2004-2016: Engineers, Level 2 Hospital, 2 Infantry Battalions. Secured 2005 & 2011 elections. Built 400km of roads. Trained Armed Forces of Liberia. Ran clinics.

DOCTRINE EXTRACTION: The ECOMOG Principle. African problems require African solutions, with UN backing and logistics.

CHAPTER 4: THE DESERT – SOMALIA 2007-2015
AMISOM: The Long War for Stabilization

March 2007: First UPDF battle group lands in Mogadishu under AU flag. Mandate: Protect TFG, key infrastructure, facilitate humanitarian aid.

KEY OPERATIONS: Battle of Ex-Control, Bakara Market. Joint offensives with SNA liberated Baidoa, Beledweyne, Jowhar, Kismayo – 15 towns total.

CIVIL-MILITARY: UPDF built schools, wells. Trained SNA. Secured Airport and Seaport.

DOCTRINE EXTRACTION: The AMISOM Principle. Stabilization requires presence, persistence, and partnership.

CHAPTER 5: THE HEART – DRC & SOUTH SUDAN
Regional Security: Our Neighborhood

DRC – OPERATION SHUJAA 2021-PRESENT: Joint UPDF + FARDC operations vs ADF in North Kivu and Ituri. Objective: Degrade ADF, secure Mpondwe-Beni trade corridor, protect civilians. 100+ camps degraded.

SOUTH SUDAN 2013-PRESENT: Evacuation of Ugandan citizens. Protection of civilians at UNMISS bases. Support to IGAD mediation. Border security.

DOCTRINE EXTRACTION: Regional Principle. Security is indivisible. A fire in your neighbor’s house burns your roof.

CHAPTER 6: THE WORLD – LEBANON & HAITI
Uganda’s Global Responsibility

UNIFIL 2004-2006: Uganda Battalion, 700 troops. Patrolled Blue Line in South Lebanon. Civil-military: built schools, wells, medical camps.

MINUSTAH 2004-2017: Uganda Police and Infantry post-earthquake. Election security, cholera response, IDP camp protection.

DOCTRINE EXTRACTION:
The UN Principle. Uganda’s responsibility does not end at Africa’s borders. Humanity is one.

CHAPTER 7: THE 5 PILLARS OF THE DOCTRINE

CHAPTER 8: THE CALL – GAZA 2026

THE CRISIS: 2026. Humanitarian catastrophe in Gaza. Civilians trapped. Hospitals without medicine.

PARLIAMENT RESOLUTION – AUGUST 2026: Uganda offers UPDF, under UN or AU mandate, for evacuation of wounded, medical aid, protection of civilians.

THE SYMBOLISM: 50 years after Israel came to Entebbe to rescue hostages, Uganda offers to go to Gaza to rescue civilians.
From recipient of rescue in 1976, to provider of rescue in 2026.

FINAL DOCTRINE STATEMENT: DEFEND HUMANITY TOGETHER.

CONCLUSION
8 Countries. 50 Years. Thousands of soldiers. One idea.
From Entebbe to Gaza. From courier in Bunyoro to doctrine for the world.
This is Uganda’s contribution to humanity.
