AN OPEN LETTER TO PRESIDENT YOWERI MUSEVENI ABOUT WORLD BANK AND WAKISO RDC AND NUP LEADERS
SUBJECT MATTER: COMPLAINT OVER A PLANNED DESTRUCTION OF PEOPLE’S PROPERTY IN BUDDO- NAGALABI BY WAKISO DISTRICT:
We want to thank you President Yoweri Museveni for the good work you are doing for this country and wish you more years in life and in governance of Uganda.
However, we have a complaint regarding Wakiso district over their plans to tarmac Kivvu -Buddo- Nagalabi road up-to King’s College area. Wakiso district want to expand the road and, in the process, they intend to destroy people’s property and invade peoples land worth millions of shillings and that they have no compensation for the affected locals/ people.
The deputy CAO and the district engineer recently met the enraged residents who wish that the road be tarmacked in its present size or if it must expand the affected people should be adequately compensated.
In fact, according to some sources some residents who are directly affected by this project are contemplating suicide since they may lose their homes and valuable property and business. For example the family of Sentamu that reside next to Faith Arena Christian Church said that the road project( Kivvu -Buddo- Nagalabi road) has become like a death sentence to them, so the purpose of this letter is to invite you and your good people to address this problem.
The district leaders of the opposition NUP party, Matia Lwanga Bwanika(Wakiso LC5 chairman) Mathias Walukaga (Mayor Kyengera town council) and the area MP Medard Lubega Ssegonna seem happy with the planned destruction of people’s property and land since they are not helping to save the residents at all. Maybe they think that when people’s property and land is grabbed by the district to the project the affected people will hate you (President Museveni and the NRM government) this is premised on the fact that they would have lost their property under the watch of you and the RDCs of Wakiso without helping them. (which we think is very true!)
We write this letter therefore Mr. President asking that you spare some time and come to address our concern since the locals do not want to donate land for the expansion of the road.
We stress that we love the tarmac but only when it is not destructive to us who own land and property along the road (Buddo-Nagalabi road which starts from Kivu town to Kings College Buddo area).
The locals said the road in question has been expanded three times before and what they have given in those expansions is surely enough.
The deputy CAO and the district engineer said they will take over people’s chunks of land where their agents have marked as the new road boundary before construction starts soon which the residents have protested. They have distributed forms where they are asking the affected people to donate land to the project. (land donation form attached).
Besides the protest of locals, Omutaka Ssemanobe advised the district leaders at a recent meeting held at Kabaka’s coronation site in Buddo -Nagalabi not to destroy their cultural heritage at the coronation site, the Kabaka’s home and the property of the locals in the area in the name of expanding the existing road which they plan to tarmac.
He then advised that the road size should be tarmacked within its present size to void problems calling it a small tourism road which feeds into the commercial road of Kitemu -Kisozi road.
We must emphasize Mr. President, that we are happy with the plans to tarmac our road but, let it be done from its present size to avoid problems since we have no more land to donate or give away and we advise the World Bank to shift the funding it allocated for this road to another organized district leadership if they cannot build tarmac on the road from its present size.
We think World Bank should be aware that some projects have to have proper feasibility study so that their implementation is not problematic to locals to whom it is designed to benefit.
Mr. President, we have also petitioned the All mighty God the creator of Heaven and earth; the God mentioned in Zachariah Chapter 2 verse 8 we hope you together with Him you will not allow us to suffer shame and lose our property.
Mr. President we shall be happy if you create time from your very busy schedule to and come to meet us to resolve this problem before it escalates as Wakiso NUP district leaders threaten to invade and trespass on people’s land and property with impunity in Buddo-Nagalab but we are prepared to resist it up to the end.
