Women in Buhweju District are set to benefit from a new coordinated empowerment initiative following the launch of the Buhweju Alliance for Women Empowerment (BAWE), a district-wide platform designed to strengthen women’s leadership, advocacy, participation in governance and access to government development programmes.
The alliance was unveiled by the Woman Member of Parliament for Buhweju District, Hon. Nnamara Annet Oyes Byamukama, during the 2026 Buhweju District Women’s Day Engagement as part of a broader strategy to improve coordination among women leaders and ensure that women across the district fully benefit from government wealth creation and social development initiatives.
According to the BAWE governance and coordination framework, the alliance will serve as the principal platform for coordination, advocacy and information-sharing among women leaders from political, community and development structures. It seeks to strengthen women’s participation in decision-making, improve access to government opportunities and promote inclusive socio-economic transformation throughout Buhweju District.
Under the new structure, Hon. Byamukama will serve as the Patron of BAWE, providing strategic leadership, championing women’s issues at both district and national levels, mobilizing support for empowerment initiatives and overseeing the implementation of resolutions adopted by the alliance.
To ensure effective implementation, BAWE will establish a District Coordination Committee responsible for providing policy direction, coordinating district-wide empowerment programmes, monitoring implementation of resolutions, preparing annual work plans and developing policy briefs aimed at advancing women’s interests.
The alliance will also operate through Sub-county and Town Council Coordination Committees, which will mobilize women to participate in government programmes, identify local challenges affecting women, coordinate empowerment activities, collect information on women’s groups and submit regular reports to district leadership.
At the grassroots, BAWE Contact Persons will be appointed at parish level to serve as the first point of contact for women. They will mobilize communities, identify available opportunities, collect grassroots information and strengthen communication between villages and district leadership.
The Office of the Woman Member of Parliament will serve as BAWE’s secretariat, coordinating communication across all structures, maintaining district-wide databases, organizing meetings and training sessions, compiling reports and facilitating engagement with government institutions and development partners.
One of the alliance’s first major assignments, running from July 2026 to March 2027, will be the establishment of a comprehensive Women’s Development Database for Buhweju District. The database will capture information on women’s groups, SACCOs, cooperatives, farmers, entrepreneurs, youth groups, widows, women with disabilities and beneficiaries of government programmes such as the Parish Development Model (PDM), Emyooga and the GROW Project.
Officials say the database will help identify service delivery gaps, improve planning and budgeting, strengthen evidence-based advocacy and enhance women’s access to government programmes and development opportunities.
BAWE will also spearhead the preparation of the first Buhweju Women’s Status Report 2027, which will assess women’s participation in development, document access to government programmes, highlight challenges and success stories, and propose priority interventions for both the District Council and the Central Government. The report will be officially presented during the 2027 Women’s Day celebrations.
Speaking during the launch, Hon. Byamukama emphasized that Women’s Day should not be limited to annual celebrations but should instead serve as a platform for accountability, planning and mobilization aimed at improving the welfare of women. She urged women leaders to work together, share information and ensure that every woman in Buhweju understands and benefits from available government programmes.
She noted that BAWE will provide the much-needed bridge between grassroots communities and government institutions, enabling faster dissemination of information, stronger advocacy and better coordination of development initiatives.
Operating under the motto, “Strong Families and Prosperous Communities for a Developed Buhweju,” BAWE is expected to become a transformative platform that gives women a stronger voice in governance, promotes gender-responsive policies and accelerates socio-economic development across Buhweju District through unity, collaboration and coordinated action.
