
Byamukama Francis Kagwa is a medical clinician who serves government in western Uganda. He also has strong contacts and business in the neighboring Rwanda. Magara Darious the Managing editor of eastafricanwach .net conducted a Q&A interview; read below the details.
What are your opening remarks?
I extend my warmest wishes to each and every one in Rukiga. As we are moving towards the mid-month of November and clocking the last month of the year 2024.
I would wish that everyone makes a flashback on where Rukiga has come from, where it is and where it’s going. On that note I want assure my fellow Bakiga from Rukiga that we reflect on the strides we have made and the path a head, our community thrives on unity which has lacked in Rukiga and it’s through collective efforts that we can address vital aspects of our well-being, something that has lost vigor from most leaders who perceive the use of token economy to bribe the waana inchi(locals) and in return no service delivery.
So what is your commitment to the people of Rukiga?
i therefore commit  myself on the only four smart objectives if well achieved them we can make Rukiga shine again and these are
1 Health. a healthy community is a strong community. I pledge to advocate for improved health care services, better equipped facilities and initiatives that promote preventive care other than curative. VHTs should be on the forefront to disseminate health messages not only that but also catered for as I will be elaborating more when it’s time. Together we can build a healthy future for Rukiga county District.
- Education am committed to enhancing education opportunities for our youth in the coming years; my focus will be on improving infrastructure ensuring access to quality education, and creating avenues for skills development that align with the demands of a changing world.
- Youth empowerment, our youth are the back bone of our community, I will work tirelessly to create platforms for their growth and development providing support to entrepreneurship vocational training and fostering a conducive environment for their aspirations to flourish a case in point most drop outs especially boys are not catered for in government programs, things must change.
4 Income generating activities – Economic empowerment at the house hold level is paramount. i will make sure government through agriculture extension workers reach on the grass root to educate the miserable farmers who use the small land unknowingly and cultivate unnecessary crops which do not benefit them I will implement programs that support income generating activities, agricultural initiatives and small business; instead of giving people fish I will teach them how to fish and give them the net(irobo) by doing so we can uplift families and ensure sustainable prosperity for our country.

Are you an NRM candidate, and are you married?
I support and will contest on the NRM ticket,  am married with one wife and children I come from Bukinda and strongly support Mzee HE Yoweri Museveni Kaguta. I have been supporting him for long.
When did you think of becoming an MP for Rukiga?
I have nursed this dream of becoming MP for Rukiga since 2006. I have been preparing and working with our local communities, we shall therefore bring out what we have been planning with the people of Rukiga since then.
Can u manage this race filled up with giants? Can you win these big names?
Kiconco Katabazi, Magezi Kanuga, Bish Ndyomugyenyi and others will all lose to me. Most of these I am better than them because I don’t front money like most aspiring leaders . The people are sensitized to eat their money and support me, I will win them wait for the result of the next elections, I will defeat them. The people are tired of leaders who entice them with money and fail to deliver services to them.
What is your last message to the people of Rukiga?
Lastly I encourage communities in Rukiga district to be alert and grab the money from politicians who may not be bothered about our lives but are only self-centered after words support Byamukama Francis Kagwa who has been in the community serving local government and has mastered what it needs to improve community so that he accelerates local solutions to local problems using bottom top planning.
