M23 rebel group has announced new senior leadership appointments within its political coordination structure, a move it says is aimed at strengthening political and administrative management across its operations in the Democratic Republic of the Congo.

The decision, issued under Decision No. 025/COORD-PR/AFC-M23/2026 and signed in Goma, emphasizes improving efficiency, policy coherence, and strategic implementation across the alliance’s political, diplomatic, administrative, and development programs.

According to the directive, Tshisola Kwasa Mukwenu Yannick has been appointed Chief of Staff of the Political Coordination, a role expected to support strategic planning, policy analysis, and oversight of key organizational decisions.

Two deputy chiefs of staff were also named. Ruguduka Baleke Stanislas will oversee political, administrative, legal, and diplomatic affairs, while Nsengiyumva Kajombole Victor will handle economic, financial, mobilization, and development portfolios.

The appointments were approved by Corneille Nangaa Yobeluo, the Political Coordinator of the alliance. The directive was signed by Bertrand Bisimwa, who serves as Deputy Coordinator in charge of political, administrative, legal, and diplomatic affairs.

The alliance said the restructuring is part of broader efforts to advance its political and strategic vision in the region, with the new structure taking effect immediately. The Permanent Secretary has been tasked with supervising implementation of the changes.
