Muzeeyi Ngalambe set to take Dr. Lawrence Muganga’s ministerial slot

The Mukono based senior NRM mobiliser and staunch supporter of President Yoweri Kaguta Museveni and the NRM party is set to take up the ministerial slot which had originally been given to Dr Lawrence Muganga but Parliament rejected his appointment.

Mr Muzeeyi Sylus Ngalambe the RDC for Ntoroko district in Bunyoro sub region has been listed up for the ministerial post of state for internal affairs according to the latest information from corridors of power in government and the NRM party.

The development comes at a time when President Museveni has been silent on matters of the parliamentary appointments committee throwing out Dr Lawrence Muganga’s appointment for State minister, internal affairs citing citizenry issues.

RDC Ngalame a born of Villamaria, Masaka and now a resident of Mukono has been one of the government royal cadres climbing the ladders from grassroot NRM mobilization to serving in KCCA and other covert assignments successfully.

He holds a Master’s degree in public administration and a first degree in social sciences from Makerere university and he is a gentle and smart mobiliser of the NRM party.

Sources farmiliar with the appointing authority intimated to this media that Ngalambes vigorous performance, communication and dedication give him a chance of the a possible replacement for State Minister-designate for Internal Affairs Dr. Lawrence Muganga, following the latter’s failure to secure approval from Parliament’s Appointments Committee.

When contacted, RDC Ngalambe hang up saying he was in Ntoroko on his usual business of coordinating security and other presidential services as RDC.

Dr. Muganga’s nomination stalled after Parliament’s Appointments Committee raised questions about his citizenship status during vetting.

Officials familiar with the proceedings said the committee relied on a verification report from the Ministry of Internal Affairs indicating that Muganga was associated with Ugandan, Canadian and Rwandan citizenship.

According to the sources, while other nominees facing dual-citizenship questions—including Adonia Ayebare, Calvin Echodu and Sharsti Kutesa Musherure—submitted documentation showing they had initiated formal renunciation procedures with the relevant foreign authorities, Muganga did not present comparable documentation to the committee.

The matter was subsequently referred back to President Museveni.

Who is Mzee Ngalambe?

He is a versatile and results-driven executive with an expansive background in local government administration, corporate logistics, and strategic communications.  And he is presently the Resident District Commissioner of Ntoroko District.

He served as the Officer — Communications Department in the Office of the National Chairman (ONC) 2020 – 2022 (Coordinated strategic communications for the Office of the National Chairman).

Assistant Ward Administrator – Nakawa Division (Bugolobi Parish) for Kampala Capital City Authority (KCCA) 2022 – 2023 where he headed the implementation of the Parish Development Model (PDM) at parish level, coordinating the seven pillars of the model and guiding the successful rollout within the ward.

He holds a Master of Public Administration (MPA)- Victoria University 2022 – 2025

He is currently perusing further studies in Law and holds a Bachelor of Arts  Makerere University 2001 – 2004.
