By Dr. Kato Damian Abooki
Political Analyst, Patriot, Former MP Aspirant (Busiro North), and Retired Military Officer
As a retired military officer who has had the privilege of serving this great nation under arms, and as a political analyst who deeply understands our trajectory, I am often asked about the future of our country. How do we protect the peace we bled for? How do we accelerate our socio-economic transformation? How do we ensure that the historic gains achieved under the visionary leadership of H.E. President Yoweri Kaguta Museveni are not just preserved, but multiplied for generations to come?
My perspective is shaped by decades of hands-on experience at the very heart of our security and defense architecture. From 2000 to 2024, I worked closely as an officer within the Presidential Protection Unit (PPU), Presidential Guard Brigade (PGB), Special Forces Guard (SFG), and Special Forces Command (SFC). Furthermore, I have served within the Mbuya Doctrine framework and as a UPDF Consultant on UPDF Schools. Having observed Gen. Muhoozi Kainerugaba’s leadership, discipline, and strategic execution up close throughout these critical transformations, I speak not from hearsay, but from firsthand knowledge of his capabilities.
It is for this precise reason that on 2 September 2026, I proudly marched to the Patriotic League of Uganda (PLU) headquarters and appended my signature to the national endorsement register. My endorsement number is 494. This signature drive is not just a political exercise; it is a profound declaration of intent by millions of patriotic Ugandans who care about the long-term destiny of our country. We are actively targeting 20 million signatures nationwide to formalize this overwhelming grassroots movement.

A Transition of Harmony, Not Conflict
Let us address the political landscape with clarity and absolute candor. There is a mistaken narrative that the mobilization for Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba for the 2031 presidency creates friction within our existing political structures or among National Resistance Movement (NRM) cadres. As an analyst, former parliamentary candidate, and a dedicated retired officer, I state categorically: this is a false contradiction.
Gen. Muhoozi’s 2031 roadmap operates in total, absolute alignment with the ruling establishment and current government programs:
- Complete Harmony with the CDF Position: By explicitly focusing on the 2031 electoral cycle, Gen. Muhoozi has ensured zero distraction from his immediate military mandate. His focus remains on guaranteeing national security, professionalizing the UPDF, and maintaining peace across our borders. As a retired officer, I know the legalities well—this structured approach ensures full constitutional respect while giving civilians a clear path forward.
- Complementing NRM Cadres: This drive is not a breakaway movement; it is a secondary, high-octane engine designed to inject fresh, youthful energy into our broader revolutionary movement. It mobilizes demographics that traditional party structures sometimes miss, acting in perfect synergy under the ultimate guidance of the Head of State.
- Zero Conflict with Government Programs: The PLU platform does not oppose or conflict with any existing government initiatives. On the contrary, it acts as a primary champion for programs like the Parish Development Model (PDM), Emyooga, and the strategic $500 billion GDP growth target. By securing political stability for the decade ahead, we create the predictable environment that local businesses, international investors, and the diaspora require to thrive.
An Open Analytical View to the Opposition
To those in the opposition, I address you today not in the spirit of partisan division, but in the spirit of mutual love for our motherland. We may differ on the methods, but we all want a stable, prosperous, and secure Uganda. As we collectively await strategic guidance from our national leadership regarding future political cycles, take this drive as the most mature, pragmatic, and superior framework for a peaceful transition this country has ever seen.
Leadership at the highest level cannot be micro-managed or learned overnight. Gen. Muhoozi Kainerugaba possesses a unique set of qualifications that stand above partisan politics:
An Extraordinary Global Initiation: Growing up as the son of a revolutionary President, he has lived and breathed statecraft his entire life. He has spent decades cultivating direct, personal relationships as a trusted peer and friend to sitting Presidents and global heads of state. He possesses a deeply refined international outlook and a profound Pan-Africanist mindset necessary to navigate complex regional dynamics.
A “Hands-On” Track Record: Gen. Muhoozi is an active, on-the-ground leader. Having observed his direct approach during my service from the PPU era through to the modern SFC, I know he does not sit in an office waiting for reports—he assesses situations directly and enforces results, whether in military reforms or socio-economic interventions.
Fighting Corruption & Building Legacies: One of our greatest shared national concerns is the fight against graft. Gen. Muhoozi has already taken a firm, uncompromising stance against corruption, demanding strict accountability. His focus is on developing, professionalizing, and maintaining an enduring institutional legacy that values meritocracy and systemic efficiency.
The Best Transition to Protect Our Gains
Stability is the bedrock of development. Uganda has moved from a state of recovery to a powerhouse of regional transformation. To protect these gains, we need a leader who embodies institutional memory, deep patriotism, strict discipline, and a profound Pan-Africanist vision.
Gen. Muhoozi Kainerugaba represents the perfect generational bridge. He understands the core values of our liberation struggle while possessing the modern, forward-thinking capacity needed to navigate a technologically advancing global economy. Under this roadmap, President Museveni remains the guiding anchor, ensuring that the transition is seamless, peaceful, and structurally sound.
A National Call to Action: What Are You Waiting For?
This massive 20-million signature register is a testament to grassroots democracy—a shield against political instability and foreign interference. As a former parliamentary aspirant for Busiro North, I know the power of local communities when they unite for a common cause. Therefore, I am issuing a direct, uncompromising call to action to every sector of our society:
To our Business Communities & Diaspora: Secure your investments and ensure a predictable, growing economy by backing this transition.
To our District Officials, Veterans, & PWDs: Stand as the pillars of local governance and institutional continuity.
To our Religious & Cultural Leaders: Bless this journey of peaceful transition and national unity.
To our Women, Men, Youth, & University Students: This is your future. Own it. Drive it.
I have already stood up. My name is in the book. Endorsement Number 494 belongs to me. I have taken my stand for stability, continuity, and prosperity. The register is open at the PLU Headquarters in Nakasero, Kampala, and across all 146 districts.
I have signed for a secure transition. What are you waiting for?
