Hon. Ephraim Biraaro Gashanga the Member of Parliament representing Buhweju West constituency, of Buhweju district will be contesting as an independent candidate in the fourth coming general elections.
Hon Biraro also said the people of Buhweju West asked him to contest as an independent candidate so that they can shelf or pack in some cupboard the NRM flag that was allegedly given to Eng. John Bosco Kaliisa dubiously.
“Our NRM voters register was raped in the recently concluded NRM MP primary elections; we thought the NRM party was like ‘a born again Christian’ or party but they have been serious offenders to our democracy.
The first sin or offense of the party was to edit 12000 voters from the district NRM voters register, the second was voter intimidation and thirdly gun violence” the legislator stated.
He made the remarks today in an interview with our reporter at Parliament in Kampala.
Hon Biraro said what made matters worse is for the NRM tribunal to refuse to listen to any complaints related with the entire electoral process of the NRM elections and only restricted themselves to arbitrating on declaration form issues.

“Election frauds cannot only be detected or done at the declaration forms stage only and can actually start with voter registration. The district voter register we used in the formation of the NRM structures in the district in May this year was dumped when we came to our elections in July the same year” the MP added.

Hon Biraro said out of the 49000 only 28000 voted in their NRM primaries. He said those that did not participate were either edited out or deleted from the voters register and others intimidated by his opponent who allegedly misused the army to intimidate locals or voters.
He said had achieved a lot in the education and road sectors among others saying if re-elected will work hard to consolidate his gains and those of the NRM party.

He advised his voters to disregard those using a lot of money in elections but to vote him for a better future and to vote President Yoweri Museveni back in power.
Eng. Kaliisa is also accused of campaigning NRM flag bearers and for supporting and hobnobbing with opposition leaders such as MP Mwijukye, jumping from his home area in Kashenyi to contest in Buhweju West.
It is alleged that Eng. Kaliisa is supporting Amelia Katona Nakunda an independent candidate against the NRM district Woman MP flag bearer Annet Oyes Namara Byamukama.
According to information gathered by our reporter 3 UPDF officers were arrested in Buhweju West on the election eve with live ammunitions and were reportedly released a few days after their arrest in un clear circumstances.

The said arrested officers were allegedly ‘agents’ who had come to the constituency to work for Eng. Kaliisa.
Below is the statement that UPDF issued about the said officers;
