
(Part 1)
The eastafricanwatch.net team of researchers and journalists have established Members of Parliament who are doing badly and will not be re-elected in the next national elections (2026).
These Members of Parliament have either overstayed in Parliament and have become complacent or are simply facing tough competition.
In this series of stories, we shall cover some areas (districts and constituencies) of Western Uganda and other areas will be covered in subsequent stories that would be carried in part 2 and 3. Then we shall go on to cover other regions of Uganda.
The two areas where we have focused our mini research on are on performance in Parliament and contributions and presence in the constituency.
MPs who will not be re-elected the next elections;
- Michael Maranga Mawanda is the MP for Igara County East an area in Bushenyi district. He is an NRM party MP who is currently in the coolers for allegedly miss appropriating cooperatives funds.
He is known to be very agile that he can turn things from bad to good and win an election but this time now he will lose to Mugura Karukiko Dan. Dan is loaded with some cash he made in UNRA where he was heading procurement. He comes at a time when the people of Igara County are yearning for change which is informed by lacking development that an MP would push for. Mawanda is known to be one MP who switches off his mobile phone numbers and constituents hardly see or reach him on phone. He is said to have like ten mobile numbers but most all of them are usually switched off.
His contributions on the floor of Parliament and in the constituency has been so minimal and the voters will have no option but to throw him out in the next elections.
He has of late been hiding in MK projects of Gen. Muhoozi Kainerugaba but if they could not stop him from being jailed for corruption allegations, they will not save him from the wrath of voters who want change and development.
2 . Mbwatekamwa Gaffa(MP – Igara West) representing NRM party. He is known to appear to be confused MP who seems doenst know what he wants and information on the ground indicates that since he was elected, he has not been visiting the constituency to support community projects. He faces Tugume Boniface who is from a huge family and is supported by the former area MP and Minister of Local government Raphael Magezi. It is therefore a sure deal that Mbwatekamwa Gaffa will not be re-elected in the next elections.

3. Prof. Elijah Mushemeza Dickens the MP for Sheema South (independent ) will not be -re-elected in the next elections. His problem is that he plays the western like politics and elections of USA and loses connection with the local people. This means he lives in his own world of politics. He is known to have attacked teachers sometime back saying that they; teachers are poor and could not sustain a strike.

He(Prof. Mushemeza) is arrogant like and will not sustain the pressure mounted on him by his arch rival Prof. Ephraim Kamuntu who is a down to earth politician.
Prof Kamuntu though not MP, he is traversing the constituency reaching voters with development projects and he will surely defeat Mushemeza should he(Prof. Mushemeza) seek re-election in 2026.
- Kafura Derick Bimukye a son of Bamu a big businessman of western Uganda and a grand son to Chris Rwakasisi. Kafura is the MP for Bushenyi- Ishaka Municipality. He has simply been dull. So, the MP seat seems vacant. There has a been a rumor that the former Minister and former Woman MP for Bushenyi district Mary Karoro Okurut may make a surprise move to contest against Kafura in 2026 elections and if that happens then that would mark the end of Kafura’s political career. But when we called Karoro she said she had not made up her mind to contest and that she waiting for a voice from God about it. If Karoro stepped in this race she would sweep through to Parliament. She said she was receiving several calls from voters who have been asking her to contest but she will soon make up her mind on it.
5. Katwesigye Oliver Koyekyenga the Woman MP for – Buhweju(NRM). She will not be re-elected in the next elections. She hardly speaks in Parliament and she has not played her oversight role as MP to follow up government projects in Buhweju. For example the sh 40B tea project which President Museveni donated to the district turned scandalous due to poor oversight roe of MPs from Buhweju.

Koyekyega faces Oyes Annet who will defeat her in the next elections.

Oyes has caused social and economic transformation in the district with tea, and other income generating activities that have endeared her to the voters.

Oyes has also promoted sports in the district among other contributions.
6.Katalihwa Donald Byabazaire will also not be re-elected in the next elections as the Mwenge south MP. She will lose to Kamuri Kutesa who has come in with a lot of money and she is down to earth ready to transform the constituency. Kamuri who head the legal directorate of UNRA is well connected in government and she is humble and has deployed un stoppable campaigns that must hand her victory in the next elections. She for example has a stationary building engineering brigade which is working on broken roads and bridges in Mwenge South. The woman who is said to fear God is also preaching the word of God in churches and unity to the people of Mwenge south. In fact, we have been told that the voters have recently advised Katalihwa Donald to save his salary which he earns from Parliament for life after Parliament.

7.Caroline Kamusiime Muhwezi is the Woman MP for Rukiga(NRM). She will be defeated in the next elections. She faces huge opposition from Dr Sylvia Arinaitwe, the Deputy Managing Director, Finance and Corporate Strategy at National Water and Sewerage Corporation.




Dr Sylvia Arinaitwe has been welcomed by the people of Rukiga who are excited with her development work. She has worked almost in all areas; supplying tea and coffee seedlings in millions and supporting community development projects. She is also humble and down to earth and has made very formidable and unstoppable teams of mobilizers that have turned her the talk and pride of Rukiga. She will defeat Kamusiime in the next elections(enama yawhwire).

8. Wilfred Niwagaba the Current MP for Ndorwa County East (Independent).
Hon Niwagaba will not survive the sword of voters in 2026 elections. The voters now want change. The voters are tired of missing out on the government cake which cannot be served to them through an opposition MP and have therefore missed out on all social services.

He is also one of the longest serving legislators in Kabale and has eaten enough as MP and should retire and will be defeated by Dr. Akampumuza James Rutanga.
Rutanga is a senior to Niwagaba in law and in many fields of both academia and life.
He is also social, rich, generous and humble.
He (Dr. Akampumuza) is also well connected to the voters and the NRM government. Dr. Akampumuza has been busy consulting voters and was recently seriously shocked at the state of roads and bridges in Ndorwa East calling them very deplorable.

Dr. Akampumuza James Rutanga is determined to rescue Ndorwa East Constituency as connected MP
Hon Niwagaba will lose the seat to Dr. Akampumuza in 2026 national elections. Dr. Akampumuza who will either be an NRM candidate or an independent candidate and will surprisingly defeat Hon Niwagaba who is seen to be strong but not anymore.
9. Niyonsaba Alex the MP – Bufumbira South (NRM) will lose the seat to his arch rival Bitangaro Kwizera Sam. Niyonsaba has been quite in Parliament and with very minimal work in the constituency. He seems to still be learning Parliamentary business and yet his opponent was well rated when he was in Parliament as among the best performers in Parliament. No wonder Hon Bitangaro Kwizera Sam is a senior lawyer and politician who doesn’t find it hard to speak in Parliament and in other national and local forums.

Hon Bitangaro while MP did several development projects especially in trying to cover the gaps in clean water supply for the constituency among others which make the voters yearn to have him back as their MP.


Hon Bitangaro will in the next elections defeat Hon Niyonsaba Alex who seems has failed to catch up with Parliamentary business. Niyonsaba who is formerly a soldier would better get back to his security work since he may not manage legislation as MP.
Hon Bitangaro is also rich, generous and social which make the voters in Bufumbira south call for his services as MP.
10. James Nsaba Buturo (Bufumbira East).
James Nsaba Buturo is a Ugandan politician and he is the former Minister of State for Ethics & Integrity in the Office of the Vice President.

He has and is not doing well as MP. He has made minimal work especially in the constituency and he therefore hangs on the thread as MP and will survive the voters sword in 2026 should his wife remain deployed big in government. Any smart opponent can shove him off as MP.
11. Hon. Ndyomugyenyi Roland Bish(independent)
Hon. Ndyomugyenyi Roland Bish is the current MP for Rukiga district. He has made very minimal work especially in the constituency. He stepped in VERY big shoes that were held by Hon Jack Sabiiti and the late Manzi Tumubwaine and has failed to measure up to the constituency demands and dictates in terms of what has to be done to develop Rukiga district as MP.

He has luckily cracked some bu deals (some deals) and has some money but fears to risk to invest it in the constituency in the next elections; that is why he has been a smart spender in politics.
He will therefore lose the seat to Alex Magezi Kanuga who has reportedly reserved over sh7B to spend on 2026 MP elections.
Kanuga is a south African based businessman who can find his way to win the Rukiga MP seat. It is said he financially supported Bish to win in the last elections.


Lawyer Patrick Kiconco Katabazi may also grab it should he raise more money that is required to win an election in Rukiga. He has also been busy consulting voters and has also spent some money among voters.
